J&K Government Issues 12.5 Lakh Domicile Certificates

Srinagar: The Jammu and Kashmir government has issued more than 12.5 lakh domicile certificates by the Union Territory till August 31.
Rohit Kansal, spokesperson for the Jammu and Kashmir administration said on Tuesday, that “more than 99 percent” of domicile certificates have been issued to the erstwhile Permanent Residence Certificate (PRC) holders.
“We have been reviewing the process regularly and the process of issuance of the certificate is picking up rapidly. Over 12.5 lakh certificates have already been issued and practically all of them have been issued to those who were holders of PRC, including Kashmiri Pandit migrants and others,” Kansalbwas quoted as saying by The Indian Express.
Pawan Kotwal, Principal Secretary who was also present with Kansal said that at least 20,000 applications were rejected during the verification process for the domicile certificates.
He also said that the certificate is issued for applying for jobs and do not confer to buy his own land in the state. “If you have this certificate, it does not entitle you to get land here, that is a different subject,” he said.
This year in April, after six months when Jammu and Kashmir was introduced as a Union Territory, the government introduced the Domicile clause to protect those who have resided in the UT for up to fifteen years or have studied for a period of seven years and appeared in the 10th and 12th examination in an educational institution situated in the Union Territory of J&K.
Kansal also said that among the new beneficiaries, who were not the permanent residents of the state includes 415 members of Valmiki Samaj (sweepers), 11,398 refugees from erstwhile West Pakistan, and 10 from the Gorkha community along with 12, 340 registered migrants.
On June 22, G C Murmu, former Lieutenant Governor, launched an e-application and the issuance of domicile portals. Along with this, the Article 35A of the constitution had empowered the assembly of Jammu and Kashmir to define a resident of the state, as they were eligible to apply for jobs.
“The government undertook a detailed review of the situation, particularly with regard to pending applications and time taken for issuance, and on August 25 it issued an SRO 263 further simplifying the process for erstwhile PRC holders whereby the time for issuance of these certificates was reduced from 15 days to five days. It was further ordered that for holders of PRC, no additional enquiry would be required and a domicile certificate would be issued simply on the strength of availability of the PRC,” Kansal said
He also added that the administration is also trying to reduce its time to provide the certificates to the citizens as soon as possible with less difficulty.
