Mamata Banerjee Calls Proposed Changes In IAS Cadre Rules ‘Draconian’

New Delhi: Strongly underscoring her reservations on the proposed alterations in the IAS cadre’s further revised rules, West Bengal Chief Minister Mamata Banerjee wrote to Prime Minister Narendra Modi, yet again.

Referring to her letter sent only last week, the West Bengal CM said the Centre has meanwhile “accentuated its stand” and its revised draft is taking the matter to “non-federal extremes”.

“I find the revised amendment proposal more draconian than the former,” Banerjee was quoted as writing in the two-page letter by NDTV, contending that its “very grain is against the foundations of our great federal polity.”

According to the government’s proposal, the Centre can transfer IAS and IPS officers through central deputation, dropping the “requirement of taking the states’ approval” clause. Going by the latest draft, the officer concerned “will stand released from his/her current assignment forthwith,” Banerjee wrote.

If the amendment is carried out, it will be like a “Damocles’ sword” hanging over the officers and create a “fear psychosis” which will affect their “performance, effectiveness and accountability to the state government,” the chief minister wrote.

It may be recalled that Banerjee had written to PM Modi on January 13 and urged him not to implement the proposal. She pointed out that it would not only affect the states’ administration but will also make it impossible to assess and plan the administration.
